Ladies and Gentlemen:

Thank you for the opportunity to comment on the Initial Report.

The Multilateral Investment Guarantee Agency ("MIGA")is a multilateral 
organization established under the Convention dated April 12, 1988, as amended,
and a member of the World Bank Group.

MIGA's mandate is to facilitate foreign direct investment into its member 
countries by providing political risk insurance and credit enhancement.

MIGA associates itself fully with the comments submitted by the International
Bank for Reconstruction and Development (the "World Bank") and the 
International Finance Corporation (the "IFC"), and supports the
comments made by other IGOs, including the Organization for Economic
Co-Operation and Development.
