This proposal wouldn't prevent copyright infringement or other illegal
activity. Any pirate that doesn't just put fake contact info will stop
using DNS entirely. (I.e. links to their site will use an IP address
instead of a domain name.) It's not like most pirate sites have brand
recognition to worry about anyway.
