style="">We agree that consultation with nation-states concerning the release
and use of their 2-character country codes TLDs by registry/registrars seeking
to use them in the second level is appropriate. </div><div
style=""><br></div><div style="">Additionally, we believe that in some, perhaps
all, circumstances a second level of consultation is also appropriate. These
are instances where a significant numbers of former residents of a nation-state
live within a geographic entity represented by a new TLD that seeks to release
a 2-character cc TLD in the second level. </div><div style=""><br></div><div
style="">For example, in New York City there of 602,093 residents that identify
with the Dominican Republic - .do. Those residents might find utility in
communicating with one another using the do.nyc site and should be provided
with the opportunity to acquire development/use rights. </div><div
style=""><br></div><div style="">How might this interest be determined?
</div><div style=""><br></div><div style="">We are not suitably familiar with
the governance processes in the 30+ cities and other geographic entities that
recently acquired TLDs to confidently offer a general comment on how such a
question might be addressed. However, we have familiarity with New York City
and its .nyc TLD, and offer the following suggestion for conducting such
consultation.</div><div style=""><br></div><div style="">Unlike many cc TLDs,
New York City does not have a formal process for public engagement with policy
issues relating to the .nyc TLD. However it does have 2 At Large Structures
that engage with the city's individual Internet users, ISOC-NY and
Connecting.nyc Inc., an entity with which I am affiliated.</div><div
style=""><br></div><div style="">Therefore, an appropriate policy might read
something like the following: </div><div style=""><br></div><div
style="padding-left: 30px;">Cities and other geographic entities seeking to
release 2-character country codes in the second level should receive the
approval of the relevant immigrant or ethnic groups living within their region.
Such approval should come after consultation with the relevant group's
individual Internet users, working in consultation with local At-Large
Structures when democratic representation avenues are unavailable.
