use of 2-character country code

Dear ICANN Board et.al

The Government of the Commonwealth of Dominica (.dm) will not consent to the 
use of its country-code (.dm) for secondary usage without the express written 
request from ICANN AND the documented approval/disapproval of the Government of 
Dominica before any such determination or decision is or can be taken.
