Mike  it is all much of a muchness for me  here in the  Antipodes ;-) (and
 soon*I trust the new ALAC Liaison to the SSAC  Julie Hammer as well
 though she is in Qld  so does NOT ever to Daylight Savings when rest of
Aus  does) => as it is all an hour either side of Midnight here regardless
:-)

That Said  I Do thing there is benefit to just running ICANN calls in UTC
at all times  and  IF the WG wishes to change for whatever reason then
(subject to admin issues and clashes with others etc.,)  it should just  do
so but again in UTC

So I guess (all that said)  my answer to your ? of  [do we] "stick to 1300
UTC from now on?"  is  YES if the Majority of the WG  agrees
