Marilyn my dear,

There is no chance I may be tired of your views, as long as you put them 
forward publicly... I am from a politic-philosophical school that favors open 
discussions, contradictory (public) debates, and consensus seeking and 
building. I definitely prefer that to lobbying -- either esoteric or open.

It appears from your views that this WG will be a technical expert group 
("TF"?) to shed light on the technical issues possibly deriving from the 
council policy work (if any) on IDN? Or who else is doing that policy work -- 
the technicians, the PAC? Maybe this discussion is just the result of that we 
don't have a clear purpose for this WG, and we don't even know what the purpose 
might be, given that many people are already taking great care of IDN. Are we 
sure, as GNSO council, to fit in there?

Ah ha, so that is why I am missing you in Athens!

Well, I can certainly have a discussion abt the soundness of my thinking on the 
list, :-)

It wiill have to be a bit scattered. I am in Athens and have client 
responsibilities. But can try for more 'light'. 

I come from a hybrid background, Mawaki, and I am of the view that the Council 
is going to consider the 'policy' while the TF will contribute to the 
opportunity to advance understanding of the implications of technical issues 
and implications for policy. I feel comfortable that at a Council Level, the 
increasing awareness and understanding of 'policy experts' and the informed 
nature then of policy is enhanced. 

Perhaps you may be tired of my view, and it is regretable to confess my age in 
a public list! But having been for so many years trying to consider policy for 
the Internet and computer systems, I have so much respect for technical, and 
legal advisors to advise policy. 

Contributing as an informed policy councilor is my goal personally. I consider 
IDNS of incredible challenge and incredible value to the Internet. I have views 
on the policies, and think that we sld get to wk as wkg grp and support more 
dialogue in Council regarding policy/ies.

Finally, just to clarify why I am making this seconding of Ram Mohan. 

I am sitting in an excellent session at the IGF addressing theis among other 
issues, and it reinforces my view of the interdependence of the technical 
challenges with other aspects of the policy. It is realtimed transcribed, and 
others interested may wish to read it as interesting and useful background. 

I personally look forward to the important continues examination of policy 
issues as we work in the working group.

Marilyn, I'm sorry but I was expecting something more substantial as to the 
reasons for this secondment. It's about technical stuff everywhere: Tina Dam 
and her team are taking care of that with the lab testings, etc. Even I am 
still to see the policy output of the PAC on IDNs at this stage, etc. Your 
candidate is a PAC member (from what I've understood from Bruce's nomination), 
active participant of the registry industry, and involved in the IDN debates 
for years, etc. Is that all what we've got? BTW, is this intended to be a GNSO 
WG? Do we really beleive GNSO may have anything specific to contribute to this 
IDN debate? If not, let's not wate our time replicating or creating an antenna 
of the PAC. It would be better, I think.

Hello All,

The GNSO Council at its last meeting decided to re-instate the GNSO IDN
working group to track the IDN activities within ICANN, and also
identify tasks for the GNSO.   I have also discussed with the ccNSO
chair the idea of having a joint meeting between the GNSO IDN working
group and the ccNSO IDN working group in Sao Paulo (probably on the
Sunday morning at the beginning of the ICANN week - e.g breakfast).

I originally chaired this working group as it had a relatively
short-term focus on reviewing the IDN issues report, and identifying the
next steps with respect to a PDP.

I would now like to hand over the role of chair to another member of the
GNSO IDN working group.

I have given this a bit of thought and would like to nominate Ram Mohan,
Vice President of Business Operations at Afilias.   Ram is a member of
the SSAC committee, and the President's Advisory Committee on IDNs.  Ram
has bee involved in the roll-out of IDNs at the second level of .info,
and has also been closely involved with .in (India).   I think Ram
brings the right blend of experience in implementing IDNs and an
understanding of the needs of countries that use scripts other than the
Latin script.

I would like to open the topic up for other members of the working group
to express an interest in the role of chair, or other members of the
committee who may wish to nominate another person.

I am also interested in hearing from others that would like to second
Ram's nomination.
