Marika Konings:UDRP Domain Name Lock WG - 12 July 2012

Sheri Falco:Confirming the call is working, as I don't hear anything

  Sheri Falco:Ah...now I hear something :)

Nathalie Peregrine:David Roache-Turner and Faisal Shah have joined the call

Volker Greimann:interesting.... we usually take no action to avoid abuse

  Volker Greimann:at that stage

Matt Schneller:Hey Luc, do you guys offer a privacy service, or are you
dealing only with 3rd party privacy/proxy services?

Volker Greimann:i know that one: they have no such service of their own

  Matt Schneller:gracias!

Volker Greimann:1500 one panelist, 3500 three panelists

  Volker Greimann:i think

Kristine Dorrain:NAF charges $1300 USD for a single member panel

David Roache-Turner / Brian Beckham:at WIPO, for disputes between 1-5 domain
names, US1500 for a single member, US4000 for a three member

  Volker Greimann:ah, my mistake

Nathalie Peregrine:David Maher has joined the call

Matt Schneller:That's a matter of contract between the privacy service and
their client, right? The privacy service reveals the names of the registrants
because the privacy service operator doesn't want a string of adverse UDRP
decisions in their name.

Nathalie Peregrine:Jonathan Tenenbaum has joined the call

Kristine Dorrain:That response was mine and I made a mistake. 10 BUSINESS
days. Sorry.

Laurie Anderson:That is correct Kristine, we would refer to changes by the
registrant

Matt Schneller:Alan, I agree with your reading too. In some instances, maybe
the privacy service change is made before implementation of the "lock"?

Volker Greimann:Matt: in case of third party providers, there may not be time

Laurie Anderson:That's correct Matt, the privacy service would be removed at
verification

Alan Greenberg:Matt, understood, but nearly 50% say they lock on receipt of
complaint.

Volker Greimann:registrar receives complaint, locks, informs privacy provider

Matt Schneller:Alan - totally agree that the responses aren't completely
internally consistent, maybe for the reasons Kristine suggests.

Luc Seufer:We wait 24 hours before replying to the registrar request for
verification to allow privacy providers to lift their service, so the domain is
locked but we would allow the update if requested before our confirmation to
UDRP provider

Kristine Dorrain:I wanted to also point out that the Registrars who responded
are proabably also FAR more likely to comply with UDRP. I suspect the "bad
actors" are also unlikely to tell you about their practices,"

  Laurie Anderson:Agreed Kristine

  Kristine Dorrain:Thank you.

  Laurie Anderson:Thanks all

  David Roache-Turner / Brian Beckham:thanks

  Jonathan Tenenbaum:Thanks all
