All, based on the feedback received from Matt and Luc, please find attached
an updated version of the straw man proposal. Please note that I've made one
additional change and that is to replace 'underlying registrant' with the
term 'proxy customer or "beneficial user"' which I've been told are the
accurate terms to use as under the RAA the proxy is the "real registrant".
In relation to recommendation #10, I've put in between brackets the language
that I believe Luc would like to see removed (the WG may want to discuss
whether the other parts of the recommendation should also be removed or not,
but these seem to provide a useful clarification of what the different
parties can expect to happen in the case of a settlement).
