If we can agree on this and forward it to the Council not later than 24
March, it could be considered by the Council in the 1 April meeting.

I too support this report.
It seems imminent to forward to Council.
I support Chucks' remarks - which mostly suggest additional
application of the recommendations or minor changes of emphasis.
