Thanks Martin.  This is really helpful.

I think it's important we call these practices 'potential abuses', at least at 
this early point in the WG.

Not being pedantic on that.  I think it's important we not pre-label things or 
start with the premise that something is an abuse unless proven otherwise.  For 
example, I don't think 'automated tools to register bulk domains' is an abuse,  
but my mind is open to be persuaded otherwise.

Dear all,

We have prepared a listing of various abuses for the group to discuss further.  
At this stage we have tried to be inclusive of a broad range although some will 
be outside the scope of the RAP WG - all up for discussion amongst the group.  
We have also tried to apply a primary target of each of the abuse types, which 
may help to identify which types are in scope and/or how we may want to address 
the abuse.

It will be useful to run through the following on our call tomorrow:

1. Definition of abuse
2. Categories/types - any additional items?
3. Definitions - do they make sense?

After that we can then assess which should be within scope.
