I was offline during the first part of the call because my Internet connection 
was down.

Now it is back up but I cannot get logged into the Adobe Connect page. I am 
getting a message that I should wait for a response from the presenter, but

I won't be able to make it but quick definition of is the life cycle since it 
is an active "lease" on the name.  WHOIS enforcement is an annual event and has 
to do with the registration.  I would say at the same time that the designation 
of the entire lifetime potentially a huge responsibility for both the registry 
and registrar to monitor.  That's also difficult since many of these abuses 
will be not present until the time of abuse and then for only a short amount of 
time.
