Please include the following article
(http://www.ccianet.org/papers/cyberinsecurity.pdf) as part of the
expert materials.  It was written in 2003 by an impressive group of
international cybersecurity experts.  There are some strong analogies
related to competition and monopolies that may be drawn from the
Microsoft example.  Here are a few of the relevant quotes:

 

"These competition related security problems have been with us, and
getting worse, for years.  The recent spate of virus attacks on the
Internet is one more sign that we must realize the danger we are in." 

 

"Governments must set an example . . . with the regulations they impose
on industries critical to their societies.  They must confront the
security effects of monopoly and acknowledge that competition policy is
entangled with security policy . . . " 

 

"Because Microsoft's near-monopoly status itself magnifies security
risk, it is essential that society become less dependent on a single
operating system from a single vendor . . ."

 

"If governments do not dismantle the monopoly but choose instead to
modify the practices of the monopoly they must conceded that that route
will, like freedom, require eternal vigilance.

 

"These comments are specific to Microsoft, but would apply to any entity
with similar dominance . . ."
