Hello

In reading the new draft I find that the language has not changed enough to 
rule out the possibility that registries could change pricing on a per-domain 
basis. It is unimaginible to include such a possibility in a free-market 
economy. With a strong enough increase a website could be put out of business. 
The 10% increase nuance could merely be a trojan-horse.
