Another thought.
 
What is the reason for proposing this should be a 2/3rd supermajority of the
board?
Ordinarily a deliberative body would make primary decisions based on simple
majority.
 
In practice the Board would be accepting or rejecting the advice of the DRSP.
An alternative would be simple majority to accept.
2/3 majority to reject.
