On fundamentals: on page 13 there are references to important ISO standards, and instead of authoritative ISO 3166/MA documents, your quote some free websites. That is lack of professional approach. Does ICANN consider than taking a copy of A-root-server from an alternate root provider is as good as taking it from the authoritative IANA source? It is precisely what you are doing with regard to ISO authoritative source. Please note ICANN is one of 10 voting members of ISO 3166/MA, its knowledge of ISO 3166 is not second hand.
