Hi again,
I did want to also note that the authors made no attempt whatsoever at
discussing efficient allocation mechanisms that *maximize* the benefits to
consumers (as opposed to lining the pockets of ICANN and its "insiders" like
registries). As I noted earlier:

one *needs* to look at tender processes, as the DOC/NTIA/DOJ suggested in their
2008 letter. Alternatively, one could look at the "Ascended TLDs" proposal that
we made:

which uses the legal concept of "easements" to ensure that there are market
mechanisms to address externalities.
In conclusion, this "work" was entirely without merit. It was literally too
little, and literally too late (published after the deadline to be even
discussed at the Cartagena meeting).
