I respectfully volunteer to serve as an At-Large Delegate to ICANN's Interim
At-Large Advisory Comittee.

A bilingual (English and French) Canadian lawyer, based in Paris, France, I
have eight years of experience and a broad range of connections with the
Internet community, both legal and technical, in France and in Canada. I
take pride in being esteemed as an honorable, trustworthy and hard-working
lawyer and citizen, by both my peers and the greater public.

I am greatly motivated and passionate about the development of the Internet
and the worldwide Internet community. I believe my experience and enthusiasm
provides me with the ability to bridge and understand fundamental
differences between North American and European perspectives.

I am known in the legal technology community in France and in Canada, and
have contacts in the rest of Europe, CENTR and WIPO. My work with the
European Union, ICANN, AFNIC (Association Française pour le Nommage Internet
en Cooperation) and the Canadian Internet Registration Authority (CIRA) all
attest to my commitment and range of contacts, and ability to work with
diverse groups to make decisions and find solutions as a group.

Biography

I practice as a technology and intellectual property lawyer at the Paris
office of Freshfields Bruckhaus Deringer, emphasizing Internet and emerging
technology law. Freshfields is one of the world's leading law firms, with
over 2400 lawyers in 28 offices around the world. A member of the Ontario
Bar (the Law Society of Upper Canada), and registered Trade-mark Agent, I
received my law degree (LL.B.) from the University of British Columbia in
Vancouver, Canada, which included a six-month exchange at Lyon III
University in France. I also earned a B.A. (Hons.) from McGill University in
Montréal, Québec. Prior to joining Freshfields in 2001, I worked in a
leading Toronto law firm for four years.

My relevant legal experience includes advising technology companies,
Internet service providers and telecommunications companies on IP and IT
issues, and successfully prosecuting domain name disputes under the UDRP,
and before the courts.

I teach the law of information technology and software contracts at the
University of Montpellier, France to graduate law students.

I speak and work in both English and French.

Involvement in the Internet Community

I actively participate in many Internet and technology groups and forums,
both in a personal capacity and as official member, including:

* Speaking at the First European General Assembly on Internet Names,
involving representatives of ICANN, WIPO, the European Commission and the
United States government, on the .eu ccTLD;

* Intervening before the European Union on the development of the .eu
domain name, and before a public commission on consumer confidence in B2B
marketplaces in Europe;

* Taking part in the Canadian Internet Resource Authority's modernization
of Canada's .ca domain name system, and helping create Canada's .ca domain
name dispute resolution policy;

* Participating in ICANN's Domain Name Supporting Organization review of
Whois privacy issues;

* Membership in a number of other industry groups, including the Internet
Society (France), INTA and AFNIC; and

* Writing articles targeting both legal professionals and the general
public, explaining new developments in Internet and technology law.

I thank you for your consideration of my proposal. Should you have any
further questions, please do not hesitate to contact me.
