María Sara Jijón Calderón is an Ecuadorian national. Ms. Jijón holds an LLB
?93 from the Pontificia Universidad Católica del Ecuador (PUCE) and an
ITP/LLM ?95 from Harvard University (HLS). Ms. Jijón joined IDLO
(previously IDLI) in February 1999.
Between 1990 and 1994, Ms. Jijón worked for Price Waterhouse & Co. (now
PricewaterhouseCoopers) in Quito-Ecuador, as Tax and Legal Consultant. She
gained experience in the fields related to the legal aspects of taxation,
investment, immigration and company law, working for several important local
companies and multinational corporations in varied sectors (specially oil
and gas, banking and financial services, several governmental agencies and
the telecommunications sector).
During 1995 she worked for 5 months as the Legal Consultant to the
Vice-minister of Finance, within a World Bank Program for the Modernization
of the State (MOSTA). Among other duties, she led the team in charge of the
issuance of treasury bonds, and participated in an inter-ministerial
Technical Committee on Fiscal and Administrative Decentralization.
Appointed Legal Adviser and Head of the Legal Department of ABN AMRO Bank
N.V., Ecuador Branch in January 1996, she got involved in the different
financial structures that the Bank offered to the local community. These
facilities ranged from direct lending to both the private sector and the
central government, to complex structures for state-owned enterprises and
several local governments (Municipalities) to finance infrastructure and
utilities projects.
Ms. Jijón lectured at the PUCE, while advising both the Ministry of Finance
and ABN AMRO Bank N.V.
At IDLO She specializes in banking and financial matters (transactional and
regulatory issues), with a particular emphasis on development finance,
public private partnerships and, most recently, ?Microfinance?. For the
last 2 years she has also been working in several training and distance
learning projects related with the legal and regulatory aspects of
e-commerce, e-procurement and e-government.
She is currently pursuing a LLM Distance Learning Degree at Queen Mary,
University of London on Computer and Communications Law.
During 2002, Ms. Jijón spoke at several International Symposiums, Forums and
Conferences on the Legal Aspects of International Project Financing and
Modern Banking Supervision.
She speaks Spanish, English, Italian and French.
