[alac] Comments on New TLD Paper

Whoa. Really? Then that's a completely different exercise. I think some 
of the questions are pretty far off the mark. For example, we're way 
past "what's the benefit of new TLDs?"  Been there. Both the GNSO and 
the Board already determined that new gTLDs should be introduced "in a 
measured and responsible manner" (whatever that means) so it's a waste 
of time to go back to the basics. I'll try for another draft that 
addresses the question of whether the questions are the right questions 
on the question of new TLDs.
