I am perfectly aware of the long-standing issue over the delegation of .nu, and, personally, I am of the idea that the government of a country should have the sole and ultimate word on who gets to run its ccTLD.
That said, I would be very concerned if we started to reject applicants by the fact that they dissent with their government.
I know that this point might be theoretical, but if there are other users in Niue that want to participate and don't feel represented by IUSN, they can apply as well: we do not grant exclusives to our applicants, we just verify whether they meet some basic criteria.
