The nice thing about the GAO is that its data is usually accurate and unbiased. Of course, it's the question that the GAO was asked to research that colors the result. This report was prepared at the behest of the House Subcommittee on the Courts, the Internet and Intellectual Property, which has an unusual IP bias, and I suspect the results of the report will be used for additional whois accuracy laws. If the GAO had been asked to look at privacy issues too, I assume its work would have been accurate and unbiased on those issues as well. Bret
