I'm trying to think up technical or other reasons why ICANN cares if there are going to be 20 people in a TLD or 20 thousand. There's the money ICANN gets from each domain registration. What else? I suppose if a TLD's business fails then someone needs to route traffic while people either transition to a new TLD or someone takes in registry orphans. Hey maybe that could be a condition of the new .com reassignment-- you have to take in emergency failed TLDs for 90 days, for free. ;-)
