Jean,

Thanks for the helpful summary of the immense amount of work we need 
to do to make Marrakech productive.  I second the request that we 
parcel out the tasks ALAC is permitted to handle and find staff 
support pronto for those where ALAC is only permitted to "advise."

That was I.  Didn't mean to do it IPonomously.   Seriously, I think 
we need to spend some public time evaluating whether this model can 
work, as I've suggested at the RALO workshop, and stop maintaining 
the fiction if it can't.
