Again, with all due respect to Bill and his passion about this issue, I do not 
think we can reach consensus here and Bill has an avenue (separate comment on 
behalf of PayPal) to raise his concerns.

With respect, and as a member of the BC, I ask that our language be considered 
for inclusion. I have raised these concerns on the ICANN Webinar and on the BC 
call that Susan led. These are not new concerns and I believe should be part of 
our response.
