Dear David and members of the working group:

Thanks for the proposed templates.

With regards to including the Regional Managers network in the matrix, may I
suggest "not" to consider it as any means that affect or influence any
definition of regions? The reasoning is the following:

A) The team of "Regional managers" deals indeed with ICANN's presence in
different "regions" (as opposed to each "country" for obvious economic
reasons or "continent" for problems of scope). This is to enhance
representation (of different stakeholders: governments, ccTLDs, accredited
registrars, etc.) in ICANN¹s operations and policy development processes and
also to strengthen ICANN's level of responsiveness to the "regions".

B) The definition of portfolio and area of coverage of each regional manager
depends on a lot of variables: personal profile, previous experience,
language, nationality, contacts, etc. For example, our Manager for Middle
East countries is Egyptian. He speaks Arabic. He is an engineer and has
previous experience in ISPs and government. He supports Anne-Rachel, the
regional manger for Africa, in those countries in Africa that speak Arabic
and also in those fronts related to government and technical issues (for
example, IDN implementation). Another example, Shernon Osepa, manager for
the Caribbean. He speaks Dutch, Papiamento, English and French. He supports
me in communications with Suriname, Guyana, Belize etc. So there is
cross-support and this also depends on the nature of issues: if it is
government related, technical, business oriented, etc.

C) This is why I strongly suggest against using ICANN's "regional managers"
network as any means or parameter that may affect any definition of region
in the ICANN context. The operation of the "regional managers" network is
cross-cutting and deals with variables that are extra-geographic.

Hope this makes sense and if not, very much willing to continue discussion.
Also, I am here in this group precisely to put our experience, as regional
managers, in supporting the working group in its endeavor to review or
clarification of the definition of regions.

Dear All,
 
It was great to meet you in Mexico.  I hope you all returned home safely,
and that there wasn¹t too much waiting on your desk when you got there.  In
my case, my day job had to take priority for a few days, and so this email
is much later than I had planned.  Anyway, I have now created (and  attach)
a template for you to record your findings about the uses of Regions by your
respective AC/SO.  I¹ve also included an example that I have completed for
the ccNSO.  In addition, there are copies available on the ³Working
Documents² page of our wiki.
 
You will see that there is a column called ³Category². This hasn¹t yet been
defined, but for the moment I have used it to give a brief description of
the ³kind of use² involved.  We can refine this as we proceed.
 
Please try to complete and circulate a template for your respective
organisations by the end of next week.  I will attempt to complete on for
the ICANN Board/NOMCOM.  Although they are perhaps ³out of scope², I think
we should also try to establish why the Regional Liaison Officers and ASO
have adopted regional organisations that are different from the Geo Regions.
I¹m not suggesting that we should interfere with these, but rather that
their reasoning may be helpful to our review. Rob, would it be possible for
you at assist with this by, say, asking Theresa for some background?
 
I will shortly be circulating another template so that we can record what
³issues² we believe need to be considered in our review.  Watch this space!
