[board-09georegionswg] Revised Geo Regions WG Charter and Draft Cover Letter Documents

Dear Working Group Members:

Attached please find a revised proposed draft of the Geographic Regions Working 
Group Charter (intended to reflect your conversations during the last meeting) 
and a draft email cover letter for Dave Archbold to use to transmit the revised 
charter to the Board.

Please review the two draft documents and share any comments with the list.  In 
particular, please check the bulleted explanations of the revisions set forth 
in the cover letter.  In order to be placed on the Board's agenda for its 21 
May meeting, Dave needs to transmit the documents to the Board by COB on 
Thursday the 14th.  Therefore, please try to provide your edits/comments by the 
end of the day Wednesday UTC time.
