As you will remember, we set of with two working groups; the "budget working 
group" (to determine the share of the total ICANN budget that should be 
financed by the ccTLD community) and the former "fee apportionment working 
group" (to determine a method for "calculating" the share an individual ccTLD 
registry should/could contribute).
As a former member of the latter, I recognize the effort done by (the members 
of) both working groups to come up with appriopriate proposals.
 
However, I regret that as a constituency, we have not been able to do more. 
There's no real result on the original objective of the budget working group 
and although the self-select fee band model (as result on the second objective) 
has significant suppport of members, it remains a challenge to determine a 
"proper" contribution for an individual registry.
 
The report suggest " if the ccTLD manager for .zz is entering into an 
Accountability
Framework with ICANN or wishes to make a voluntary contribution, and considers
that .zz is of a similar size and nature to .ca then the recommendation is that 
the
manager of .zz select a figure within the same band as .ca."
 
That sounds fair, but a brief look at the contributions table shows that the 
second highest fee-band has registries that vary in size from approx. 500,000 
to 10,000,000 domainnames and are not (all) equal in nature.
The fourth largest fee band has a registry that has over 1,000,000 domainnames 
and is similar in nature to some of the second fee band. The highest fee band 
has one registry of a relatively (as compared to some in e.g. fee bands 2,3 and 
4) modest size.
 
So we seem to have moved the problem a bit to determining what "similar in size 
and nature" means, subsequently discovering which registries qualify in the 
comparison and finally choosing one of several that are probably in different 
bands.
 
I somehow feel we will readress the issue in the future...

Comments are sought from the community. The comment period closes on 19
