Comments on the ICANN IDN UA Road map

We appreciate ICANN's efforts on IDN Universal Acceptance and welcome the
Road map made for this project. We believe that it will help to coordinate
IDN acceptance projects around the world.  

Please find below our comments to IDN Universal Acceptance supplemented
prepared by the UANIC, Registry  of IDN ccTLD .УКР, and Coordination Center
for TLD RU/РФ, Russian national registry.

 

1.       To recommend GAC suggest national governments should develop
specific requirements for ICT companies who perform supplier functions for
government agencies and organizations in non-ASCII countries. Such
requirements should unequivocally require  from all ICT companies in
countries using non-Latin scripts to support IDN in their products. 

 

2.       have the biggest internet platforms and software vendors such as
Google, Apple, Microsoft, Oracle, Facebook, etc. regularly update on IDN
acceptance. Such updates should be collected and summarized  by ICANN and
presented three times a year at ICANN meetings. ICANN should also prepare
updates on implementation  of the IDN UA program. 

 

3.       To recommend all ICT use the IANA database as an authoritative
source with regard to delegated TLDs and to spread this recommendations
through professional conferences, and communities. 

 

4.       To recommend all OS vendors include support of IDN characters in
Unicode as a default option.

 

5.       We recommend ICANN deploy staff to test most popular software and
applications for IDN support. The staff  will be tasked to produce updates
on the activity three times a year and present them at ICANN meetings. 

 

6.       To create a mailing list for as broad dissemination  of the regular
updates on the IDN UA program status as possible; to create a specialized
information resource in the form of a dedicated section on the ICANN website
or a separate website highlight events associated with the IDN
implementation process. There is a specialized section on ICANN website
(https://community.icann.org/display/TUA/TLD+Universal+Acceptance+Home), but
it is hardly visible from the main page and hard to find on a website. We
also recommend ICANN to make it more bold and easy to find so people could
understand the current stage of the program. 

 

7.       To task a dedicated specialist (or even a department) to coordinate
the IDN UA program, with that departments. KPIs related to progress in the
IDN UA implementation. To update the ICANN's budget and financial plans by
incorporating there in all the IDN UA program costs .
