New CyberSafety Constituency Petition and Charter

CP80's ICPA proposal is a bad idea; there's no feasible way to address the
political and technical challenges of the project. Even if all such barriers
vanished, there would still remain the age-old question of censorship—who
does the censoring and writes the standards? Pretending that these issues
are irrelevant because we all agree that protecting children is important is
ridiculous in the extreme. Protecting the children is the duty of the
parents who are responsible for regulating their children's computer use.
This is V-chip redux...only worse. Perhaps all web content originating from
Utah should be legislated to be on some obscure port so we can more easily
ignore it, too.
