What if there were a limit imposed on how many times this grace period could
be used. Say there is a company, lets call them Network Polutions, that is
abusing this. Impose a limit of say 10 times a year this can be done. This
allows the people who are legitimately using to continue on, but the Network
Polutions of the world can no longer abuse it.
