I recommend eliminating exemptions based on "extraordinary circumstances".
This opens a door for "anything is valid here". There are no guidelines as
to what is extraordinary and what is not. Rhetorically: who will decide what
is extraordinary or not? Is ICANN going to wait two years to find out that
this "door" has been abused too?
