On behalf of NetChoice, a coalition of trade associations, eCommerce
businesses, and online consumers, I would like to comment on the
operation of .net and the implications it has for e-commerce growth and
advancement.

Consumer confidence in the Internet relies upon long-term stability in
the operation of .net. This reliability has encouraged more people
using the Internet and unprecedented growth in e-commerce. As the
number of small and medium sized businesses operating on the Internet
increases, it is even more important that all registries continue to be
dependable and consistent.

In addition to consistency and dependability, the company selected to be
the Registry Operator will have enormous responsibility in guaranteeing
the security of .net. With threats becoming faster and smarter, the
Operator must have a proven track record to withstand and continue to
prevent attacks. The risk to .net from denial of service attacks will
increase greatly if the chosen Operator is not experienced in defending
against such threats.
