sorry i wasn't clear about the alternate option i was suggesting for  
director's elections.


     simple majority of both houses, but requires that at least one  
representative of at least 3 of the 4 stakeholder groups support.   
Nominations for seat 14 come
from Contracted partyies council and nominations for seat 13 come from  
Users parties council.
