  Berry Cobb:Possible downsides for stability in a Œthick¹ Whois
environmentSome WG participants are of the view that having personal data at
multiple sites makes that data more susceptible to attack or misuse . This
issue is addressed in the section on privacy and data protection. Some WG
participants notes that there may be an increased risk of inconsistencies by
having four copies of the data, while others pointed out that this risk can
be mitigated by making use of multi-master replication  .
  Marika Konings:@Marie-Laure, it may be of interest to include a link to
that report and note that increased risk does not necessarily equal more

  Don:Correct on original guidelines. Laws didn't come into effect until
later over a long period.

would at the earliest enter into force in 2015

  Amr Elsadr:Thanks Steve. That seems accurate. The 1995 EU Directive on
Data Protection is clear though on cross border transfer of personal data
(articles 56, 57 and 58).
  Marika Konings:In relation to the 'other PDP' that Alan referred to, you
may be interested in commenting on this Preliminary Issue Report that will
feed into the PDP that is expected to address the broader Whois
