Don,

Many thanks for writing this first draft. They are some key issues
mentioned that we can keep on working on and further discuss. Among other
things, it seems to me that we should pay particular attention to the
session of the Expert Working Group that is going to take place tomorrow at
11 am and  look at the list of issues they pretend to work on, some of
which might be particularly relevant for the work we are doing right now.
