Sorry I was under the impression that PIR could switch operator if
Afilias fell down or if the term ended.

This is not accurate. PIR has a small technical and operations staff in
Reston, VA, and PIR has a contract with our registry services provider,
Afilias, described in PIR's application to ICANN, with the same term as
PIR'S registry agreement with ICANN. (See:

they have no operations.
Plus they can shift to another back-end operator who is at a different
