Sorry I was under the impression that PIR could switch operator if
Afilias fell down or if the term ended.

Paul:
This is not accurate. PIR has a small technical and operations staff in
Reston, VA, and PIR has a contract with our registry services provider,
Afilias, described in PIR's application to ICANN, with the same term as
PIR'S registry agreement with ICANN. (See:
http://www.icann.org/tlds/org/applications/isoc/section2.html#top
Section C.14)

Using the same registry-type example, how hard would it be to move, say
PIR?

They have shopped out all their operations to another firm, so in effect
they have no operations.

Plus they can shift to another back-end operator who is at a different
location.
