Hi Ross:

There is not a roll of voting members of the task force. However, voting is limited to one representative per constituency, in accordance with the Council's resolution on November 20, 2003. (See http://gnso.icann.org/mailing-lists/archives/dow2tf/msg00003.html )

We will request that the participants from each constituency designate a voting representative on the call today. How that person is determined is up to the reps and/or constituencies.

To answer your second question, we will be voting on support for the recommendations contained in Section 1.1 of Maria's report. I have never been of the opinion that task forces run under parliamentary rules, but to the extent a resolution existed to be voted upon it would probably read something along the lines of

WHEREAS In accordance with the Terms of Reference for Whois Task Force #2, the combined Whois Task Force 1/2/3 has prepared recommendations relating to the notification of registrants as to the use of their contact data within the Whois system; and

WHEREAS Those recommendations have been incorporated into a preliminary report prepared by the ICANN staff manager in accordance with the Policy Development Process; and

WHEREAS The preliminary report will now be posted for public comment.

THEREFORE BE IT RESOLVED that the Task Force endorses the recommendations included as Section 1.1 of the preliminary report.

Prior to the call can you please distribute an updated list of who the
voting members of the task force are and whom they each represent? Since
the merger of the task forces, it is unclear who has the capability to
cast a ballot and who does not.


Also, it would be useful if you could distribute the form of the motion
that you will be requesting us to vote on.
