Dear Jordyn, the BC position will be posted to the TF on Monday, having now
achieved its formal acceptance by the Constituency. As a preview, the BC
support a perspective that the purpose of WHOIS is to address a number of
problems, including those that threaten the security and stability of the
Internet, but notes that is broader than "for technical purposes". We will
be posting later in the day.
Best regards, Marilyn

Jordyn:
Thanks for issuing follow-up questions. As the statements show, NCUC and
the Registry Constituency support listing a technical purpose for the WHOIS
data. We also support the comments of the Article 29 Working Group of EU
Data Protection Commissioners which encouraged ICANN to allow WHOIS to serve
the technical functions while not compromising the privacy rights of
individuals.
I would like to ask that comments on purpose also include why that purpose
fits within ICANN's mission and core values. If we do, I think we will
move this discussion much more quickly forward to closure.
Regards, Kathy

Whois system is to provide contact information to assist in the
resolution of specific types of problems. For example, the NCUC
statement suggests that the purpose is limited to resolving
"technical problems". On the other hand, the IPC statement does not
limit the purpose to resolving a specific type of problem.
Should the purpose of Whois be defined in resolving specific types of
problems?
