Folks, I've been watching the traffic and offer the following thought
related to this revision. There is not yet a consensus policy on "tiered"
access, therefore, this isn't a supportable recommendation. It would make
the rest of the recommendation unimplementable, and that is really not our
goal. is it? 

 

Thus, the BC cannot support this recommendation. 

 

Tiered access is a topic that the TF will be considering further. It is
premature to second guess the outcome of that policy work.

This proposal is from the Registry Constituency. It would add an additional
paragraph to the end of the policy recommendation, as follows:

 

3) Registrars and registries may use tiered access as a means of complying
