I'm saying that if you do a bunch of lookups based on complaints about
Internet abuse you will see disproportionately more "bad" whois inputted
from bad actors than "bad" whois inputted from people with privacy
concerns.

Obviously if you do a "repeated sampling of complaint stats and data"
from that then the "overwhelming bears this out" part will be erroneous,
hence "bull".

understand it, and obviously assume the word 'bull' is not intended

        Bull.

        You/they see more "bad actors" with false whois probably because
you/they are doing disproportionately more whois lookups for names that
bad actors registered.

        Yes--common sense! More seriously, ISPs' have some of the
largest Internet abuse and complaint departments around and our repeated
sampling of complaint stats and data overwhelming bears this out.
