I'm rather slow today (yesterday was a national holiday here), would
you be so kind as to clarify this comment of yours? I am unable to
understand it, and obviously assume the word 'bull' is not intended
to define a liar?

Bull.
You/they see more "bad actors" with false whois probably because you/they are
doing disproportionately more whois lookups for names that bad actors
registered.

Yes--common sense! More seriously, ISPs' have some of the largest Internet
abuse and complaint departments around and our repeated sampling of complaint
stats and data overwhelming bears this out.
