Many thanks for these meticulous corrections!
I've fixed them all. The only issue is that it turns out we've neglected
to post the final version of the notice report on the website. For the time
being, I've included a url to the relevant page on our mailing list (and
checked that the document can be opened from it). But I will have the proper
reference to the report reinstated in the May 2005 GNSO announcements list
for future reference.

I also approve, with the correction of a couple of typos and one other
correction.
On page 11, in the paragraph beginning "The Council directed...":
In fact there was not only a preliminary report on the "Recommendations
relating to improving notification etc." but a final report which was
transmitted to the Council on May 26, 2005. See
http://forum.icann.org/lists/gnso-dow123/msg00327.html. Perhaps, as in
the sentence that follows it, the full title of this report can be provided
along with the date of transmittal and a URL where it can be
found. (Unfortunately I don't know what the URL is.)
In the last sentence of the same paragraph, I believe the date should read
25 October 2005, not 2006.
Finally, on pages 43-44, the numbering of the first four "main elements"
of the special circumstances proposal seem to have disappeared. They should
be restored so that commenters can readily refer to them.
