All,

it seems that I have missed some of the points on our last call. 
As much as I'm in favour of success metrics I doubt that the ones
defined below (except the two for TOR 4) will have in any way objective
results or even be feasable to conduct due to their overly vage nature.

As we are not really proposing any policy but rather documenting
different views and different solutions I'm not even sure what these
success metrics should be good for. I my view success metrics should
be applied if policy is introduced to make sure that it is successful.

Sorry for this late comment and even a slight change of mind.
