FYI, below is the agreed Task Force summary of the call when the status of
this proposal was discussed on 18 December, 2006. A distinction was made by
the chair and agreed by the task force about the different status of the
OPoC/Special Circumstances proposals and the proposal made by
Avri/Milton/Wendy and by Marilyn.
As the two latter proposals have not been the subject of a straw poll and a
distinction was made in their treatment because they did not attract strong
support across more than one constituency, I put them in annexes.
EXCERPT FROM 18 DECEMBER, 2006 TASK FORCE CALL:
"3 Discussion of new proposals to the Task Force
Jordyn noted that the Task Force will not spend significant time discussing
proposals that don't attract stronger, consensus-based support than the
existing two proposals in the Preliminary Task Force Report. These proposals
can be included in the Final Task Force Report and can have brief
discussions to help the Task Force understand them and identify likely
points of consensus. The Task Force will take somewhat more notice of
proposals by its members as opposed to public comments, but all proposals
will be considered to find policy positions that help get the Task Force
closer to agreement."

If minority reports should not be put into the annexes but in the body and
if the Special Circumstance is being treated as a minority report and being
moved into the body then i do not understand why the report submitted, by
Milton, Robin,Wendy and myself if not being treated as a minority report and
given the same status in the document?
I still believe that our proposal and the special circumstances proposal
deserve the same treatment in the report. And find any report that does not
give them the same weight as unsatisfactory.
