   I'm not sure how I missed these the first time around, but I have 
one more suggested change.
   Line 208:   Change "Why Fast Flux is a Problem" to "Illicit Uses of 
Fast Flux."
   The current heading assumes that the current state of affairs in 
untenable and requires action by ICANN.  Additionally, the preceding 
section is titled "Legitimate Uses of Fast Flux," so "Illicit Uses of 
Fast Flux" fits more clearly into the larger organizational structure.
