Hi Marika!
The document is looking pretty good! Some mechanical/typo issues:
-- line 49 "prepare and Issues Report" should probably be
"prepare an Issues Report"
-- line 103 should probably read "without notice to or the
consent of"
-- line 109 "(rapid) modification of IP addresses for malicious
content hosts" -- reading that, if I didn't know better,
my impression would be that a given host might be
changing its IP address, but that's not what's happening.
Each host keeps the same IP address it has always used,
it is the *set* of hosts employed in conjunction with a
given fully qualified domain name which quickly and
repeatedly changes.
-- line 145 this section appears to be redundant with respect to
185-193 (185-193 appears better to me than 145 et. sec.)
-- lines 156-158 I don't understand what this section is saying
-- line 187 do content distribution networks use FF nodes hosted on
systems used w/o the consent of their owners? I think not.
likewise, I don't believe free speech advocates use systems
w/o the consent of their owners.
-- line 209 probably needs legal review or supporting evidence
