Olga,
to be factual Tim's principle 2 is not a principle but a recommended action.
Lets separate actions from principles.
 
And if you support this action perhaps you could answer my questions already 
asked:
a) who pays for this global survey? - will it come from the At large or nom com 
budget ?
b) what will it achieve when done  besides tell us the world is a diverse 
planet?
