At this point, how would you change the rules? They seem to cover IGOs, IOC and RCRC, and it is not clear (to me) that there are any other INGOs that have treaty-protection.

Certainly the UDRP rules could be changed to cover those without formal trademarks (as was suggested in 2006/7).

One quick problem is that the answer for use of existing RPMs by IGOs ignores that the URS does cover names protected by treaty - Section 1.2.6.1.iii of the URS section of the Applicant Guidebook.
