[gnso-igo-ingo] International Legal Personality as a Qualification Criterion

Thanks Berry, Dear IGO-INGO WG Colleagues,

To follow up on my statement in front of GNSO Council in San José during
ICANN 43 as well as my intervention on yesterday's WG call, I would like to
suggest that this Working Group kindly consider that "Possess a justified
and documented International Legal Personality" (or words of that nature)
be one of the Qualification Criteria. Given what I believe is a very
stringent criterion, it should be sufficient for the few organizations that
would be able to demonstrate and document that status, but not necessary
for most other applicants for special protection.
