Joint users proposal GNSO structural change

To the ICANN Board

The attached document is a unique collaboration of the joint users groups 
represented within
ICANN today:
The At-Large Advisory Committee
The Commercial and Business Users Constituency
The Intellectual Property Constituency
The Internet Service and Connection Providers Constituency
The Non-Commercial Users Constituency.

It sets out a new GNSO structure that is fit for the future but based solidly 
on the
principles upon which ICANN was founded.
